I can see this happening on the lower tier "high speed" internet connections (i.e. $14.95/mo plans). However, there would be higher tier that would be offered I would suspect or they would be at a competitive disadvantage.
I'm not worried though since I have FIOS 20mb down/5mb up  |

I think they will do it to whoever they want -- dependent on profit motive and what the market will bare (and by extension, what their competitors are doing).
I have known MANY that were hassled by Comcast, for example, for Port usage (i.e., web server, email server, etc.) -- not even bandwidth consumption.
FIOS is nice but they also block port 25 so you can't run your own SMTP/Email server.
