I've been getting a graphic on my MJ ad window saying the rates are going up in 2012. Is this true? This is what it says...

Hi all,
Sent a money order payment to renew my MJ to:
PO Box 6846, West Palm Beach, FL 33405 on the 24th of December, 2011
As I have in prior years. It's now the 19th of January, 2012, the payment hasn't processed, and my MJ acct is probably going to close any time soon, I'll bet.
