I don't think that Register expires has changed since I have it set to default "3600" and I can receive but not make calls. I tried to set it to "600" but never worked, no incoming or outgoing. But with the 3600 I'm able to receive.
My configuration:
Cisco 7960 with SIP 8.7 image
