Yes it can. It can also be disabled at any time without uninstalling. Note that the program isn't free, but when you buy it you get free updates forever. I think there is a 30 day trial too.

Even if it's possible to enable QoS in your router, it won't work unless your service provider supports it, which seems to be rare. Plus, I read that QoS is for outbound only. I'm using cFosspeed which helps MAYBE. It doesn't hurt anyway. I can upload and download at full capacity and my call ...

It's hard to believe this could work. First, magicJack would have to be programmed to use it. Second, if it was, the qWave service would start automatically, since it's set to Manual. My qWave service hasn't started and I've used my magicJack many times today.
