I have always run my Linksys ATA with a static IP address. Never had a problem so I guess I am missing your point.

Try your username instead of the MJ number:

I'm not sure what happened, but I played around with the ATA, changed some settings and left the thing off overnight and when I came back, it worked, somewhat.

From what you are describing it appears the line card is faulty and is stuck in off-hook mode if you don't have anything connected to it ...
