Calls to 715-26x calls now working
I am not sure exactly when calls started working once again, but as of right now 16:00 CDT, I called 715-26x numbers which went through. I will try other 715-xxx numbers that did not work earlier.

At midnight Saturday we went to 10 digit dialing. Noticed the problem of getting F/B on monday the 19th. Talked to two support reps on Monday and they said that they would send up the ladder. 715-26X numbers as well as all ECC numbers. Something tells me that local xlations need to be updated ...
