I did the following to fix the issue in Vista. I am running Vista Home Premium 32bit.
Go to the CMD prompt and type the following:
powercfg -devicequery all_devices
(Now look for the MagicJack device, it was listed as "PHONE" on mine. You can always unplug the MagicJack and run the command ...
