In my view leave it for a while. In addition try using a different safe mode.
You should provide it time, when you have used safe mode. If you can’t arrive at safe mode at all, that means your PC is corrupted & you must have to install a new OS. I think it depends on your motherboard.

In my opinion, firstly you should attempt ejecting CD just prior to it asks you to press any key... and you have to format/partition the complete hard disk using Windows.
