Problem solved, I am running a Linksys WRT54GS router and Tomato Firmware corrected the problem. Found the solution in this thread.

I updated now when someone calls me and I decide not to answer the voicemail picks up in 4 rings but my telephone will not stop ringing, even if the caller has hung up my phone still rings. Also I tested this in XP and Snow Leopard and I am having he same problem in both OS's on different computers.
