Why can't you just turn on the DHCP at boot up then shut it down after 1 minute? It should be a trivial matter on any decent platform, Windows, Linux, etc. Plenty of DHCPD servers available for free on these platforms and a script could enable it for just long enough to do MAC-based DHCP/IP ...

Seriously? That works out to less than a 3 cent a day increase for phone service per my calculator. Hardly a massive price gouging increase by any sane and rational definition. :roll:

The first thing to do is to crank the modem speed WAY DOWN... no faster than 9600baud. If you keep the speed low, you have some chance for success -- otherwise forget it...
