I have an old machine with a 500Mhz Celeron and 128MB Ram that I pressed back into service as a MagicJack machine. It's been working pretty well, so I don't think you'll have any machine spec related problems.

If the phone display lights up with caller-ID, then the ringing signal (15-68 Hz) is present. However, if the ringing voltage is too low, i.e. < 30 volts, then the ringer may not ring.
