International Calling?

Has anyone had any problems making international calls? I have been trying to call Italy, I dial 011 + Country Code + Local number and all I get is how much time I have on my account and then after 2 or 3 minutes I get a busy signal. Anyone else having this problem???

Exact same trying to cal Ireland 011 353.
