can I call to and from sip: numbers

Since MJ is sip and appears to operate using standard sip protocols is there a way in which others can call me by sip, something like:
sip:[email protected], or whatever?

If not, why not?

And the converse question, can I use magicJack, if for example I was using their proxy without their software, to call another SIP number, potentially on another network?

I have had no luck with SIP dialing a MagicJack address from the outside using [email protected]. I assume it's because they do not allow anonymous inbound SIP calls due to fraud, and/or losing inbound interconnect fees (they are a CLEC).
