Unable to call Rogers cell number with area code 416 or 647

I am unable to call Rogers cell number with area code 416 or 647. Land line phone connected to magic jack rings, however, Rogers cell does not ring.
Would someone please help me?

I am in Montreal and I am also having problems calling Montreal cellphone numbers (only tested it with Rogers/Fido cellphone numbers) with MagicJack. The "*" codes/hack that are listed don't appear to work.

What happens is on the MagicJack side, it appears as if the phone keeps ringing but on the cellphone side (the cellphone is in front of me so I know what's happening), it is not ringing at all. After about 30 seconds of "ringing", MagicJack drops the call. I know if isn't a problem with the cellphone network since I can call my cellphone number from a landline phone and another cellphone without any issues.

I can call Montreal landline numbers without any issues. The few US cellphone numbers that I've tried also worked without any issues.
