I'm not getting CID when a call comes in while I'm on the phone. I get the beep that someone is ringing in, but nothing on the CID.
Is this known behavior?

I have a Panasonic handset that displayed CID with call waiting when we had regular phone service, so I know it used to work. When we switched over to magicJack, the CID with call waiting no longer works.

This is the normal behavior of the MJ currently, it will not display the CID of the caller if you are already on the line with another caller. The MJ softphone will display it, but your phone will not.
