Error 3 or error 9

I am using MagicJack since 2 weeks and from 3 days i can't call my brother in Montreal. I see sometimes error 3 and sometimes error 9.
I've found that ports 5060 and 5070 must be opened but i don't know anything about this.
I read this forum but i didn't find any topic.
What i have to do?
Excuse my english, i'm just a begginer
