Black list, block list, - - HELP!

Ok, I have searched here for a bit, and i cant find the answer.
I have heard about this Grand Central, but its not what i was looking for.
I am looking for the ability to block incoming calls that i have pre-selected.

I dont want another phone number or some weird service like Grand Central. just an add-on or some software. Im really shocked this isnt easier to find.
