Not to be a smart-alec. But I think if you go to a pretty new web site called google.com and type in VPN there might be one or two answers for you.

Getting reliable voip to work in the UAE is not easy. My brother-in-law has done a great job to keep theirs up but is most likely much more familiar with the work arounds to keep this going than the average user. The isp's there have recently cracked down even harder on voip and their service was down for a few days until he figured it out yet again. Average vpn services are most likely not going to cut it anymore as they continue to block one piece at a time where it becomes frustrating and then people simply give up.

You might want to look into this http://www.surfbouncer.com/overseas.htm but at the present time my sisters voip connection is being blocked again and works intermittently.
