heard ring tone but phone is not ringing for China call

I have this problem for almost a month. While calling numbers in China, it is OK before 4:00pm pacific time, some time after it, not sure the exact time, but at 6:00pm pacific time it definitely has this problem:

Calling to the number seems fine, I could heard the prompt of my minutes left, then the ringing tone. But it keeps ringing like nobody pickup the phone till it times out.

I have made a test using msn chatting while using majcjack to call his number at China, his phone does not ring at all. We try both line land and cell phone number, same result.

Anybody has similar problem?

Check if your int'l minutes are being reduced after the call.
