Our daughter has a MagicJack that she does not use anymore. It expires in a month or so. If she gives it to my wife, can she get her own account after it expires and pick another number withoug getting nabbed 10 bucks for a change?

No. You will have to pay the renewal fee, then the $5 for the first number change.
I believe that 5 bucks is still the going rate for your first number change, with subsequent changes costing $10.00.
