Call out ability comes and goes

I'll try and make this short. I have a Magic Jack and a +. The + is hooked into the router and works great with my Panasonic phones. The MJ is hooked into my usb computer port and will always receive calls but won't always make them. When it doesn't want to work, the dial tone just never stops and when the dialtones are finished I just have a dial tone. The two phone lines are hooked into a switch box so I can switch back and forth between the two MJs. They're not fighting with each other.

I much prefer the usb/computer connection because of the extras I can get with Magicservices.

Question is, does anyone have any idea why the usb MJ phone chooses not to make calls on occasion? I don't think it's insufficient power since it will work quite nicely on occasion. I can't think of any reason why its functioning is so intermittent.
