I cannot connect when i call houston TX

I live in canada and every time i call houston i get a msg saying "your call cannot be completed as dial, please chech the area code again"

I called this number before and it worked now i cant

Seeing that no one has answered, I'll try to help but I'm no expert.
Can you call a Canadian number?
Have you tried the Houston number with and without the 1+?
