Modem/fax tones at start of call

For the first second or two of a call, I hear what sounds like modem or fax tones. It only happens on inbound calls and the caller says he cannot hear it. It causes problems when I have my home alarm system plugged into the MagicJack. The modem in the alarm panel tries to answer the call when it hears the tones. Otherwise, the alarm works perfectly with MagicJack.

Does anyone know what's going on here or how to stop it? Thanks.
