Information about bandwith controller...

Hi group!

I share internet with my wireless router .... here is my network map ....

I have one desktop hard wired .... two laptop wireless, and another laptop (here is neightbord laptop) .... I know they have lot of activity in the network ... I see the led on the router!

So my question is, any way that I can control or limit the bandwith .... any software that I can install on my wired desktop (it's always on!) to drop down the connection or limit the bandwith usage .... I just don't want to receive a bill fron my isp for a ratio bust up! and please don't answer me like, tell her to go easy with web or something like this .... sure all of us know what children do! just want to limit the speed!
