Receiving calls on MJ outside North America

I have sent an MJ to my brother in Iran, yes the one in the news!

He could call North America, no problem. But, he can not receive calls. My calls to his MJ are picked up by the voice mail, as soon as I make them- there's no delay. I was wondering if anybody has tried this in any other country.

If somebody could also shed some light on what could be the problem, I would greatly appreciate it!

I sent one to my family in Dominican Republic and I have no problem calling them. One thing I did do was change the proxy server magicjack is registering on. I got a little progran to ping all the server for magicjack and then pick the one with the least delays.

Thanks for the reply! I undersatnd what you are saying but this would not solve our problem.

My rationale is the fact that the sound quality is really good and as such it does not appear to be a internet connection and/or speed issue.
