I am using a laptop and I don't recall how to stop the clicks.

ok so scrolled through the system sounds and can't remember which it was.
It was probably under Windows Explorer settings but don't remember which one.
Guess you could do process of elimination -
Go to Control Panel
Go to Sounds and Audio Devices
Click on Sounds tab
Under Program Events
Highlight an event (click on it)
Change the assigned sound to "(None)" - it's at the very top of the scroll list

make the chanage for windows explorer, not windows
Go to control panel, sounds and audio devices, sounds tab, scroll down to Windows Explorer section, scroll down further to "start navigation", it's got a little black speaker next to it showing that it will play a sound when you start navigation, highlight it, then open the sound choices at the bottom of the window and scroll up and choose "none", then click apply. Problem should be over......
