PAP2T. Dial Plan setting

I finally set my PAP2T device and look like is working fine. But even when I am using the "plain" Dial Plan "([49]11S0|[2-9]xx[2-9]xxxxxxS0)" I can not dial 011.

Also, I would like to know if I need to set the "Emergency Number:" with 911 or something ??

Any suggestion will be appreciate

FIXED the 011 issue using and allow to dial 1+ number: ([49]11S0|[2-9]xx[2-9]xxxxxxS0|1[2-9]xx[2-9]xxxxxx|011[2-9]x.)

Still unknow if I need to set "Emergency Number:"
