Where is the sticky on why we can't call certain numbers?

I read a post recently that made reference to a sticky that talks about why we can't call certain phone numbers. Something about changing the proxy that my MJ associates with and what not. Can someone help me find it? I looked in several of the forums and did not see the sticky. This is currently the problem I have with my MJ. I can't call local numbers, but can easily connect to a 1-800 number.
