blue light magic jack device but not recognized by computer

I have a magic jack where blue light comes on but computer does not recognize the drive. I had three unsuccessful technical support chat sessions. If you purchase a used magic jack or new magic jack does anyone know if the license can be transferred to the new mj device? Any help is appreciated.
