Caller mis-ID, 213 area code

For the past couple of days I've had something weird going on with both my MJ and Skype. Incoming calls usually are correctly caller-ID'd, but sometimes (maybe 20% of the time) are tagged as (213) 291-1900. I've tried Googling, etc. but haven't found any sort of definitive answer. Only seems to be happening on MJ and Skype, haven't seen it on my landline, but it's an intermittent thing and might not have shown up there yet. Again, this isn't an MJ-specific issue, I'm just wondering if anyone here knows what might be going on? Thanks.
