voicemail comes on all the time

hello mj users
The reason I have gotten magic jack so I can call family in erope.
my deal is this buy it ,set it up,mail it to erope ,plug in, talk.works like a charm ,in fact I already send couple of mj overseas they can call me on the cellphone or land line all local calls ,some of my familymembers even call each other on mj over there.absolutly the best thing ever for the money. Now one of the mj I want to call goes on voicemail all the time .
like my father in law called me the other day , i tired to call him back right away voice mail comes in.he seats in front of the pc no incoming call shows ,no ring .He can call me always crystal clear ,no delays ,just perfect. 30 minutes later or hour or next day he sees that i was trying to call shows right there on the mj screen .this has happend from one day to an other .has anyone experienced similar to this?
could you guys/girls help me out with this?

right click of the soft phone and make sure do not disturb does not have a check mark beside it
