Dial tone and ringing question

Does anyone have this problem?

When i start my computer in the morning i always check magic jack
by calling the number with my cell phone. Here is what happens:

When i dial the number it takes a long time (relatively speaking) before i hear the ringing in my cell phone, whats up with that.

Also, when i pick up the phone on my magic jack to make a call most of the time there is no dial tone, i have to hang up and try again and there always is a dial tone the second time.

Im using a powered usb hub

Windows xp.
