how do i forward calls on my cell phone when my pc is off??

I ASSUME you mean forward calls TO your cell phone ( from MJ) when your PC is off?? Not from.
Just log into your MJ ( my.magicjack.com) account and go to the call forwarding section and set it up there to where you want your calls forwarded too. JUST REMEMBER to log back in when your PC is on, and you want calls via your MJ, and turn the call forwarding off!!

There are easier ways to do this with several MJ add ons ( plugins) as well.

but there isnt any way to schedule when to forward calls?

No, there is not. I am not sure if any of the plugins avail for MJ will allow you to schedule your call forwarding either. I don't think so, but I could be wrong. TRUST me, if I am mistaken someone smarter than me will let you and me know

FWIW, Google Voice gives you a limited version of this capability. I'm not sure how it would be set up for your purposes but you can use the following as a guide:

Ring Schedule:
Weekdays
Always ring on weekdays
Never ring on weekdays
Use custom schedule

Weekends
Always ring on weekends
Never ring on weekends
Use custom schedule

Somehow, I think this misses the mark, but felt like it might provide an option.

The best option to achieve this is with the xlite plugin. Setup with googlevoice to ring your cell and the voip provider your using with xlite at the same time. This way you can turn your computer off and your cell phone will continue to ring. Look in the for sale/ wanted forum and you can find more info on this.
