Magic Jack works fine with wireless internet. However I cannot make calls using comcast dcm425 modem. I can receive calls when connected to comcast modem.
The setup of the modem is: The coaxial cable from wall outlet is connected to the modem, the cat 5 cable from the modem connects to my laptop.
I spent 3 hours wihth magic jack trying to solve this issue. installed all the updates. Still issue persists.

According to the spec sheet on your cable modem it has an internal firewall.
Most likely this is causing your problem since your PC and magicJack works just fine when you use another internet feed.
According to the magicJack web site you need to verify that the firewall in the cable modem has had UDP ports 5060 and 5070 opened for use. Most firewalls seem to arrive with these ports blocked by default.
No, I can not talk you through how to do this as I don't have the complete manual on your modem.
If you need help in opening up the ports in the cable modem give your cable provider tech support number a call and they should be able to tell you how to do it.
