Probably there is a corrupt or incomplete install of Office/Outlook 2003.
First, attempt to let the installer complete. If that is not possible, or doesn't solve the problem, then attempt to uninstall Office/Outlook completely. Don't worry. This shouldn't affect your settings, and mail, etc.
Next reinstall Office/Outlook back to your computer.
Still not solved? Search on Google for Windows Installer Cleanup. It's a tool from Microsoft. Download and run, and find the line in it for Office/Outlook and remove from there.
