IMO only and countless hours of testing different systems i find the following web pages IMO pretty accurate over the other one listed.

* Please NOTE: IMO, I prefer the test to be done with your Anti Virus program disabled or shut off. Also the phone system NOT in use at the time of the test. Do min 3 tests. Each time do a seperate test. ( Close I.E. and go back to the web site 3 seperate times

Speed, ping and jitter are, by definition, impacted by geography. The above link shows multiple locations nationwide. For most accurate results, choose a test site closest to your VOIP provider's server. Some sites only provide abbreviated results with 2 tabs. In that case, choose the next closer site that produces 4 tabs of data.
NOTE:Java is required, necessary evil
Antivirus and anti malware programs have no effect on results. You have them running during normal operations anyway. Keep it real .....
