problem making calls

I can't make calls to phones serviced by TDS phone company in NH. All that happens is that I get a three "beep" busy signal and then nothing. I can call numbers which are serviced by Fairpoint phone company with no problems. I e-mailed the people at MJ several times and they said they would fix the problem, but it still remains,
