I received an email today from magicjack to confirm my order for a Canadian # saying my credit card will be charged $10.00 plus $.48 for Regulatory and Compliance Expense. I paid the $10 fee for the number when I first registered my device and have since paid the yearly renewal fee which was due in February. Was never told anything about a recurring fee for the # and I am thinking this is kind of strange as it is out of sync with my yearly subscription.
Anyone else receive an email like this? Thinking it may also be a scam as there are links to follow within the email for checking status or changing your order.

Well of course it is a scam. In Canada, there is a small fee for transfering a number from one provider's domain to another, it is a one time fee according to the CRTC. Paying the porting fee for the same number should only occure if you allow your account to lapse or cancel your service, at which time that number remains with in their pool until it is reassigned or ported to another service provider.
As far as I can tell, based on the way their system is set up, they are attempting to recover lost revenues form long distance commisions. The current set up for Canada is that unless you pay to port a canadian number, any incoming local calls would need to pay long distance to call your US number, a number that exists in their US pool. Because it is an incoming landline across copper lines, those long distance charges generate commisions for Ymax.
