Best Alternative for most reliable 911 service

Out of all the alternatives... not just for magicjack but the old fashioned landline service from the old monoploy... which would be the best for the most reliable 911 service?

Is MagicJack itself reliable for 911 service?

The one advantage the old fashioned landlines have is even when the power goes out the phone still works. Cell phones do too of course but how reliable they are for 911 has been questioned especially if one cannot speak when dialing and they cannot track where you are.

MagicJack is not reliable for anything, or if you like, unreliable for everything.
