I have had a Magic Jack for a few months in Shanghai, China. Been pleased with it so far, pleased enough to finally get rid of my Vonage service.
I've heard that VOIP is blocked in China, not enough of an expert to know how they do that, but guess it can be and is being done to some extent. The call quality with Vonage was terrible, very regularly the connection would go silent for about 5 seconds, neither end of the call could hear the other person. Made phone calls a bit difficult. I haven't had that problem with Magic Jack, the quality is noticeably better than Vonage. Could just be the irregular internet service here also though, so knock on wood that my Magic Jack service will continue to be stable.
Waiting for Magic Jack to accept inbound porting of my US number, have stored it with Callcentric for the time being. Even with that cost I'm saving over Vonage.....wish I would have got read of that company a long time ago.

This winter, I used MJ all over China, including in Shanghai with no problem at all. As recently as last month, my wife spent a few weeks in Shenzhen and Guangzhou and used her MJ -- again, no problems at all. China may have the capability to block VOIP but they certainly didn't do so in our case.
