can not call cell phones land line OK

Oboy! I did something ; i'm sure.

Can not call a cell phone nor a cell phone can not call me.
There seems to be a packet break up. It's a sputering when it dials and they answer or I talk. Unable to really tell what they are saying and the same is true for them.

However, calling or receiving a call from a land line is prefect.

Where do I start looking?
