cannot call 917 cell number

tried to call 917 cell number in new york it dialed for 2 seconds then disconnects, any suggestions anyone?

As of this morning... It's WORKING AGAIN!!!!
I was able to connect with the cell phone & they were able to call me back.
Hope it's working for everyone else now too... I'll post if it stops again.
