so does anyone know how to use putty to change the ports magicjack used my isp blocked ports 520 to 583 so magicjack wont work

What does putty have to do with MagicJack? Putty is a Windows SSH (and telnet and rlogin) client. Magicjack uses SIP ports - 5060 and 5070 (according to the MJ FAQ) so don't understand why you are worried about ports 520 to 583.
