Delay still, not to happy

Let me start off by saying that I am not a complete computer idiot and I have done most fixes. I can handle the * work around for the echo. Yes I have done the priority deal, in fact I have done it on 3 diff pc's.
1: 2700 @ 2.16 AMD with 1 gig on xp
2: Intel duo core 2 with 3 gig's, new out of the box and tweaked the running procs.
3: 1.5 intel with 1 gig on xp and running a skeleton system.
Gateway 2wire on dsl with sympatico ( might explain it there ) rumblings of throttling.
Same issue on all 3 units, the delay is enough to make not use it. The other party does not say anything and as I speak they now get what was sent and they are now talikng but i have started and now they hear it. You end up with " go ahead " " no sorry go ahead" " what, sorry, what was that" it is just nuts. Here is the diag report. I am no network tech but it looks good to me.

I have not used it in a few months, I would love to use it but just cant, it is to frustrating. Trying to get help from mj is just useless.
