Yes, I did try one other phone. I will try another. Could it be that multiple computers are feeding off of one ISP?

Try a powered USB hub. However, not all USB hubs provide the same power either. This one is sold by an MJ user and is said to supply lots of power.

We did buy what you suggested and Voila! The phone now rings.
Another issue I've had pretty much all the time is that I can hear the person on the other end just fine, but I don't sound so good to them, e.g., choppy or delayed or sounding like we are on a party line. Any Ideas?

Yes. Can you start a new topic with a subject "choppy voice" and I'll respond.
