Newbie regarding Canadian to US prefix?

I am based in Canada. No Canadian prefix' available at this time. Question is, if call is based from my puter to prefix in state of Washington, and on to my contact in North America, will there be now or ever a further charge to my contact or to myself for this call, and if yes, where will it be billed to ?

If you have a magicJack with a Washington State number, any caller anywhere in the world can reach you by calling that number. magicJack will receive the call in Washington, convert it to VoIP packets, and deliver it over the public internet to your magicJack device, wherever in the world your magicJack device is located.

Your caller will pay his/her telephone company whatever its prevailing rate is for a call to the number in Washington. This may be a no charge local call if the caller is nearby in Washington. The caller may pay US Long Distance charges if calling from elsewhere in the US, like from Dallas or New York. The caller may not pay by the minute if that call is included in his/her cellular calling plan. International callers will pay for a call to the US to reach that number.

You will never pay magicJack by the minute to receive that call, regardless of where in the world you happen to have your magicJack device plugged into the public internet.

Very much appreciated. If I initiate the call, will the receiver of that call be billed for accepting the call, in north america?

Only if you call his cellphone since most cellphone plans in the US are charged minutes whether receiving a call or originating a call.
