Volume on calls fades in and out

I persistent issue that I have with MagicJack is that the volume of the person I'm listening to will be fine and then all of sudden the volume gets really low, then after a few seconds it comes back. The issue seems to happen the most when the person I'm calling is on a speakerphone.

I ran the VOIP test and get a 1.8ms jitter and 0.0% packet loss.

You seem to have answered your own question. The other person needs to speak loudly enough for you to hear.

I find this problem with Verizon land-lines - usually its because the other person is on a crappy speaker phone. Even some "office quality" speaker phones do this.

Speakerphones are half-duplex. You both can't talk at the same time. If the person at the non-speakerphone end of the circuit makes any noise or has high background noise (TV or radio on), the person on the speakerphone will be cut off. Try a call with a speakerphone at both ends of the call and see how long you can stand it.
