Static Ip

I am having upload speed problems with magicjack/clearwire. I am wondering if a static IP will help with up load loss. I went to testyourVoIP.com to test it and figured out that my problem is upload speed. That does make sense because I can hear people fine but people can not hear me clearly. I am looking into clearwire to see if they can boost upload speed in anyway. I hope this makes sense, I tend to ramble sometimes.
