This one is strange - I call a cell number (UK based phone my parents used when travelling) with a 011 prefix and get back the dial tone.
Two things of note:
1. Tried it 3 different times over the last two days with same result -- I doubt the phone is busy which is the typical reason for getting back the dial tone.
2. That cell phone number worked last Nov-ish when I called with MJ. Though back then they were traveling in Austrailia. This time they are in Finland.
Is this a MJ issue or totally unrelated?

Who knows. It is unlikely MJ related, but it may be related to the international long distance providers they are using.
I myself experienced some difficulties calling cellphones in western europe with all providers. Use a different provider. Try Telna ( former 3 U telecom), you can sign up with them for your cell phone or even for MJ, it is a post paid service. If you sign up for MJ tell them that it is a cell phone number, not a VOIP and they will do it. Use their dial around rather than toll free, it is cheaper.
Communicating with european cell phones can be very expensive( on both sides ) . Do not call, try using SMS .
